What the certificate transfers

Renewable attributes can be sold with energy or separately. The REC identifies attributes of the generation under the applicable system, such as resource, location, and generation period. A customer should not claim the same renewable attributes if they were sold to someone else. Electricity from a solar installation can therefore have different claim treatment depending on certificate ownership. Contract rights, tracking records, and retirement evidence matter more than a photograph of the project or the product’s green name.

Retirement and matching prevent duplicate claims

A purchase invoice alone may not show final retirement for the buyer. Ask who retires the certificates, in what registry or tracking arrangement, for whose benefit, and over which reporting period. Check quantity, vintage, geography, technology, and applicable accounting or program criteria. Annual matching is not automatically hourly matching or proof of local physical delivery. Avoid stating that certificates guarantee new project construction or measured global emissions reductions unless separate evidence supports those narrower claims.

Compare products on more than price

A certificate quote needs units, eligible resource, market boundaries, delivery and retirement timing, fees, replacement obligations, and verification. Third-party certification can add oversight but should be verified for the exact product. Regulatory compliance certificates and voluntary claims have distinct requirements. Keep certificate procurement separate from energy-rate comparisons so the same cost or attribute is not counted twice. Material reporting claims should be reviewed against the current applicable standard and marketing guidance.

Hypothetical annual match

A business records 750,000 kWh of electricity consumption for a defined year, equal to 750 MWh. Matching that quantity requires 750 qualifying RECs under a simple annual framework, subject to the relevant quality and boundary rules. It does not prove the site consumed renewable generation in every hour. If only 500 are retired, the unmatched quantity remains 250 MWh. The example is illustrative and does not establish that any particular certificates satisfy the business’s reporting requirements.

Practical review checklist

  • Define electricity boundary, period, intended claim, and applicable quality requirements.
  • Check REC quantity, resource, location, vintage, tracking, ownership, and retirement beneficiary.
  • Verify certification or product claims using the exact product and documentation.
  • Preserve evidence and avoid equating RECs with carbon offsets, hourly delivery, or backup power.

Questions & answers

Does one REC equal one tonne of carbon dioxide?

No. A REC is denominated in MWh attributes; a carbon credit uses a different unit and purpose.

Can I claim rooftop solar use after selling all its RECs?

Do not assume so. The attributes have been transferred, and claims must reflect the actual retained rights and applicable guidance.
