What the services do
Electricity supply and demand must stay balanced in real time. Grid operators arrange services that support frequency control, reserve capability, and reliable operations under regional rules. NYISO and other operators publish descriptions of their particular products. A supplier’s wholesale service costs depend on the relevant market design and load obligations. Avoid treating every region as if it uses identical product names, settlement periods, or cost-allocation methods. These are reliability functions, distinct from your building’s ordinary retail customer-service support.
How costs reach a retail agreement
Suppliers can build expected ancillary costs into a fixed product or charge them separately under an agreed formula. A low energy-only quote may therefore exclude a meaningful source of volatility. Ask which services are included, how pass-throughs are calculated, what data supports the invoice, and whether an administrative fee applies. If an agreement permits reopening the price after defined market changes, understand the trigger and calculation. A broad sales promise should be checked against those exceptions.
Risk evaluation needs scenarios
Historical average costs do not establish a maximum future charge. Stressed operating conditions, market redesign, or changes in service requirements can affect the component. Model an illustrative high-cost month alongside the base estimate and identify whether the supplier or customer bears it. A business that cannot absorb that variability may prefer a clearer bundled offer, while recognizing the supplier can price risk into its quote. Do not add an assumed charge again if it is already included.
Hypothetical exclusion comparison
Offer A hypothetically prices defined supply at $80/MWh including specified ancillary costs. Offer B prices energy at $75/MWh plus actual ancillary costs and a $1/MWh administrative fee. If those ancillary costs are $6/MWh for the modeled period, B reaches $82/MWh on that scope. If they are lower, the outcome changes. The example shows why energy-only prices cannot be ranked without their exclusions. It is not a prediction of any market’s future ancillary settlement.
Practical review checklist
- Identify regional ancillary products and the exact contractual inclusion or pass-through treatment.
- Ask for the quantity basis, allocation formula, invoice support, timing, and administrative fee.
- Test a high-cost scenario and confirm who bears changes in market rules or requirements.
- Keep ancillary costs separate from capacity, transmission, and supplier fees so none are counted twice.
Questions & answers
Are ancillary charges optional add-ons I can simply refuse?
They support required grid functions; a retail product can allocate or bundle costs, but that does not remove the underlying services.
Does ERCOT energy-only mean there are no ancillary costs?
No. ERCOT procures ancillary services even though its design differs from a forward capacity market.
