Different regions and market designs

ERCOT operates most of the Texas power system; PJM coordinates a multi-state region; NYISO operates New York’s wholesale grid markets. Broad geographical descriptions do not replace checking the actual utility and delivery zone. ERCOT describes an energy-only wholesale design rather than a PJM-style forward capacity market. PJM uses its Reliability Pricing Model for capacity, and New York has its own capacity arrangements. Avoid importing a fee description from one region into another without checking the applicable rules.

Energy, capacity, and ancillary services

Energy compensates delivered electricity, generally measured in MWh. Capacity arrangements concern the availability of resources under the regional rules. Ancillary services support balancing and reliability, such as regulation and reserves. Similar labels can hide different settlement methods or obligations. A supplier may bundle particular costs, pass them through, or reprice under specified changes. The business needs a component schedule showing which categories are included and who bears any changes during the contract term.

Location and time change the economics

Wholesale electricity prices can vary by node or zone because of congestion and losses. A supplier quote must transform those market costs into the business’s expected consumption shape. A plant using more power during expensive hours can have a higher weighted supply cost than an overnight operation with the same annual kWh. Grid operator membership also does not establish retail-choice eligibility. A utility can operate in a wholesale region while retaining bundled retail service for its customers.

Hypothetical quote-normalization exercise

Assume a buyer receives a PJM proposal with a fixed energy component and separate capacity pass-through, plus a Texas proposal described as fixed energy with specified ancillary exclusions. Comparing only the headline cents per kWh hides distinct risks. Request a cost-component matrix and modeled high-cost scenario for each site. Do not add a fictional PJM capacity charge to the Texas example. Evaluate each location under its own market design, then combine the resulting budgets at the company level.

Practical review checklist

  • Record each meter’s utility, delivery zone, wholesale region, and retail eligibility as separate fields.
  • List included and excluded energy, capacity, transmission, losses, and ancillary costs for every offer.
  • Check how interval load and operational changes affect the price or settlement quantity.
  • Use primary grid-operator documents for market definitions and current rules before accepting a pass-through explanation.

Questions & answers

Does PJM send the ordinary business utility bill?

Generally a utility or retail supplier bills the account; PJM administers wholesale functions rather than ordinary retail billing.

Is an energy-only market free of reliability-service costs?

No. ERCOT still procures ancillary services and operates reliability mechanisms; energy-only does not mean that every cost is a simple energy charge.
